Flower City Chaplain Corps, Inc. (FCCC) is a Rochester, NY–based nonprofit public charity dedicated to serving first responders and the community through pastoral care and crisis counseling. Our chaplains provide support at crime scenes, hospitals, businesses, and other settings where trauma and loss occur—helping bring calm and comfort in difficult moments.

FCCC was founded by Dr. Tommy Davis, a former correctional chaplain and Ph.D. graduate of Apex School of Theology, Tennessee School of Theology, and Piedmont International University. He served as CEO until 2017, guiding the organization through its early years.

In 2017, leadership transitioned to Chaplain Alisa Peña DiMora, a Christopher Newport University graduate, business owner, and fitness trainer. Under her direction, the organization refined its mission to focus on officer wellness—promoting the safety and stability of the community by offering confidential, practical, and spiritual care to first responders and their families, and helping bridge the gap between police and the communities they serve.

Since then, FCCC has grown to serve multiple agencies across Monroe County, NY, and is often called upon to assist other public and private organizations in times of crisis. We have also expanded outside our region in areas such as Dunkirk in Chautauqua County.

Flower City Chaplain Corps was incorporated in New York State on February 24, 2012, and received IRS tax-exempt status as a charitable organization in July 2013. We are proudly registered with the New York State Public Charities Bureau.
